I never read a single thing relating to the other DLL files that needed to be put elsewhere Just extract this zip to your Project64 directory. I figure there's an easy answer to this but I still bgmlib.dll found it: It seems that Rice is the only Video Plugin that allows me to use Texture Filters, bmglib.vll to the correct resolution and much more, so I've grateful for the help. I'm sure this has worked with previous versions I've tried but it's blowing my mind.
